ARTICLE 81 OF PART 8 OF THE PLANNING & DEVELOPMENT REGULATIONS

2001, as amended

Pursuant to the requirements of Part 8 of the Planning and Development Regulations 2001, as amended, Tipperary County Council hereby gives notice that it intends to carry out the following development:

Description: N62 ROSCREA ROAD SAFETY IMPROVEMENT SCHEME

Tipperary County Council is proposing to carry out works to improve a section of the N62 national secondary route immediately east of the Templemore Road roundabout on the N62 to the South of Roscrea. At this roundabout the N62 intersects with the R445 and local road L3139.

The proposed scheme aims to improve road safety, particularly at the existing staggered crossroads junction of the L3114 and L3255 local roads by providing speed reducing measures through the transition zone, reducing opportunities for vehicular conflicts and by facilitating safe transit for Vulnerable Road Users’ (VRUs) through this section of the N62.

Nature and extent of the proposed development is as follows:

N62 National Secondary Route in Roscrea, Co Tipperary in the townlands of Parkmore, Tullaskeagh and Demesne.

The proposed development comprises the following measures:

  • The existing gateway is proposed to be upgraded to a modified Type C Gateway.
  • The carriageway is proposed to be narrowed and realigned to accommodate the proposed Type C Gateway and central island.
  • Provide 2 No. 3.0m traffic lanes
  • Relax the width of the back-to-back right turn lanes to 3m from the N62 to the L3114 and L3255.
  • Reconstruct the central refuge islands to accommodate the narrowed N62 carriageway as follows:
  • Narrow the central refuge islands from the existing width of 3.5m to 2.5m wide.
  • Provide a 3m shared facility on both north and south sides of the N62 separated by grassed / vegetated horizontal separation between carriageway edge and shared facility.
  • Extend central hatching north on N62 to incorporate a 2.1m wide central island as per Gateway Type C to CC-SCD-05104.
  • Revised junction layouts for the L3114 and L3255 side road junctions to layout more in line with DMURS and appropriate to this urban location. The revised layout will remove the existing left turn / deceleration lanes, reduce corner radii and provide pedestrian crossings.
  • Pedestrian crossings, of varying types, are proposed at strategic locations aligned with pedestrian desire lines throughout the scheme.
  • Pavement treatment consisting of resurfacing over the majority of the scheme with deeper full depth reconstruction proposed where the pavement has failed to depth.
  • Existing drainage modifications are proposed to accommodate the new kerb-line due to the narrowed carriageway throughout the scheme.
  • Landscaping interventions are proposed to reinforce the transition zone by visually narrowing the carriageway, (i.e. ‘Optical Width’ concept).
  • New road markings and revised road signage.

Associated scheme works, site clearance, earthworks, relocation of existing drainage gullies and provision of additional gullies where required  and tie into the existing surface water drainage network, kerbing, pavement, lighting, signing and lining, service diversions and landscaping.

All other ancillary and tie-in work, to relevant standards.

The location of the development is as shown on the site location map included in the plans and particulars, generally on the N62 Roscrea bypass between Templemore Roundabout and L3259 junction.

The proposed development has been the subject of an Appropriate Assessment Screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and Article 250(1) of the Planning and Development Regulations 2001, as amended. Tipperary County Council has determined that the proposed development, individually or in combination with other plans or projects, would not be likely to have significant effects on any European Site in view of the site's conservation objectives and that Appropriate Assessment is not required.

Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001, as amended, and based on an examination of the nature, size and location of the development, it is determined that there is no real likelihood of significant effects on the environment arising from the proposed development and an Environmental Impact Assessment (EIA) is not required.
